There are just a handful of streaming services with Filipino TV and Movies. I've checked several for content with Tagalog subtitles, but it looks like Netflix is the only one.
iFlix - No
HOOQ - No (working on adding subtitles now)
Rakuten Viki - No (removed all Filipino movies)
Amazon Prime Video - No
Netflix - Yes. There's Birdshot at the least. TBD whether On the Job, Metro Manila, Ilo Ilo, White Frog also have Tagalog subtitles.
